Brunswick Child Support Enforcement receives NCDHHS Certificate of Excellence for fifth year

BOLIVIA, NC – For the fifth consecutive year, Brunswick County’s Child Support Enforcement team has received the Certificate of Excellence from the North Carolina Department of Health and Human Services (NCDHHS), which is awarded annually to the top-performing child support programs in the state. Brunswick is one of only three counties to receive the certificate in 2026.

Brunswick County’s Child Support Enforcement team consists of 12 members who supported an average of 2,938 child support cases in the past fiscal year, overseeing child support collections and payments worth millions of dollars.

These agents provide a variety of services to assist local children, ranging from locating noncustodial parents, establishing paternity for children born outside of marriage, establishing support obligations, collecting and distributing support, and enforcing support obligations.

“The fact that this group has received this certificate once let alone five times in a row is a testament to their dedication and professionalism,” Social Services Director Robby Hall said. “We are very proud of these team members for all their hard work, and so pleased that they can be recognized at the state level for their tremendous efforts.” 

NCDHHS awarded Brunswick County the certificate during its recent Child Support Services Conference. The Board of Commissioners personally recognized the team’s accomplishment this past Monday. 

“On behalf of the Board of Commissioners, I want to express our deep appreciation to our Child Support Enforcement team for what they do every day to serve and support our youngest residents,” Brunswick County Chairman Mike Forte said. “They exemplify our values of respect, collaboration, and accountability to the highest levels.”

Brunswick County (total population 174,702) is one of only three counties in the state to successfully achieve all its goals for collections, incentives, and self-assessment performance measures in Fiscal Year (FY) 2026, which ran from July 1, 2025 to June 30, 2026. The other two counties were Lenoir (total pop. 55,837) and Sampson (total pop. 61,504).

“I commend and congratulate our staff on being named one of the top teams in the state once again,” added Catherine Lytch, Health and Human Services Executive Director for Brunswick County. “We also want to express our gratitude for the strong partnerships we have with our case workers and the support we receive from the courts. They play a big role in helping our Child Support Enforcement team achieve these goals, as well.” 

Incentive performance measures are based on the Child Support Performance and Incentive Act of 1998 and are meant to provide program accountability and commend strong performers. Brunswick County’s performance in the incentive assessment areas exceeded all of the average statewide performance rates in FY 2026 (see table below). 

Brunswick County Child Support Services are available to anyone seeking assistance with collecting child support. *The NCDHHS/County Memorandum of Agreement sets baseline child support performance measures based on federal mandates. Each county has individual benchmark goals set in accordance with these mandates and based on prior year performance to measure growth.
 
 ** Brunswick County established paternity for 2,524 children, with 2,418 children born out of wedlock during the FY 2026 period; this contributed to a performance score over 100%.
